Locale
Locale is the combination of market and language used during collection. On SERP-based engines it is set with country and language parameters; on chat engines it is largely determined by the language the prompt is written in.
AI answers differ enormously between markets, so a global citation share is an average of things that should not be averaged.
On ChatGPT there is no locale header to set: the prompt language is the locale control, which means measuring Japan requires writing the prompt in Japanese.
